Policy on Shipping or Returning Chemicals Listed in the Department of Homeland Security (DHS) Chemicals of Interest (COI) List Washington University in St. Louis September 19, 2008 To ensure compliance with the Chemical Facility Anti-Terrorism Standards issued by the U.S. Department of Homeland Security (see 6 CFR 27, published on April 9, 1997) , the chemicals in the attached list may not be shipped from Washington University in any amount for any reason (see 6 CFR 27 Appendix A, published on November 20, 2007). If any of the chemicals in the attached list arrive at the University in error, please contact Environmental Health & Safety for proper disposal of the chemical(s) through the normal Washington University hazardous waste system. Do not ship such chemical(s) back to the manufacturer or to any other location. Violations of this policy may result in University disciplinary action and may result in regulatory fines and penalties as outlined in 6 CFR 27.300, which include civil penalties of up to $25,000 per day per violation and orders to cease operations for a unit, division, department or the entire University. Regulatory fines and penalties are the responsibility of the University department in which the infraction occurred. Grants funding may not be used to pay regulatory fines or penalties.
